RN Shipwrecks and rights accorded serving men

Hi, Sorry if this is in the wrong section. In my family tree research I came across a possibly family myth, but don't know how to verify as have little verifiable info to start with. It is said in mid 1860's our relative left RN after being shipwrecked in Murmansk? On his return to Faversham famous for oyster dredging he was granted fishing rights as an ex RN sailor? I can find nothing in Faversham history to verify this- oyster fishing was a closed shop and can't see how other "fishing rights" required the Crown,s permission? Any advice much appreciated.
