HM Ship for identification

Can any RN expert on this site advise the HM Ship in this photo please? Shropshire or Cornwall perhaps?  Also where this might have been taken? Would have been taken in the 1920's or '30's.
Sorry to keep posting questions but am still sorting through my dad's photos.

This is the County class cruiser HMS Devonshire in her postwar guise as a cadet training ship.

After wartime service and trooping duty in 1945/46 she was refitted at Devonport between Sept 1945 and April 1946 to fill the role of Cadet Training Ship. As a result she lost most of her armament, retaining only A turret from her main armament. She served in this role until Oct 1953 before being sold to the shipbreakers in 1954.

Very many thanks EwenS for your advice. A further question if you will and that is; how do we establish the difference between HM Ships Devonshire from either Cornwall or Shropshire? They appear to be very similar, not unexpectedly. Thanks again.
